Congress.gov is the official source for federal legislative information. It replaces the old THOMAS.gov site. It currently includes all data sets available on THOMAS.gov except nominations, treaties and communications.
Hosted at the Lillian Goldman Law Library at Yale, the Avalon Project at Yale Law School presents online documents relating to law, history and diplomacy, from ancient times through the present day, from countries all around the globe.
